§ The Prime MinisterThere is always scope for improvement in the control of public funds, including the expenditure of the European Community. The major responsibility for control of Community spending rests with the European Commission and we support both the Commission's efforts to improve control, and those of the Court of Auditors to ensure the sound and effective management of Community spending.
