§ Mr. Wyn RobertsThe Welsh water authority finances its capital expenditure through charges, grants, and borrowing within an external financing limit. The authority's annual corporate plan forms the basis for my right hon. Friend's review of its external financing requirement. It is for the authority to allocate resources to improve river and coastal waters in the light of its priorities.
