§ Mr. GummerWe intend to fulfil the Government's manifesto commitment to hold consultations about the need for industrial relations, in particular essential services, to be governed by adequate procedure agreements, breach of which would deprive industrial action of immunity. We shall consider what measures might be taken in the light of those consultations.
