asked the Secretary of State for Employment if he has discussed likely consistency of enforcement throughout the European Community of the proposed EEC council directive on protection of workers from noise.

The need to ensure that directives are so formulated as to bind all member states equally will be an essential element in negotiations on this proposal. It will best be achieved by ensuring that the eventual directive sets out clear requirements that can reasonably be applied throughout the very wide range of industries likely to be affected, so that it will not be necessary to make provision for extensive derogations by national authorities to deal with particular problems.
