Lord Jenkins of Putney

asked Her Majesty's Government:

Whether they are aware that an offer of financial support by the Arts Council to a client has the character of a contract when accepted and that their cut in the current arts budget has forced the Arts Council to place itself in breach of contract, with most unfortunate consequences, and whether they will therefore rescind the cut.
