§ Mr. David MitchellIn accordance with the relevant ILO conventions I consulted the seafarers' trade unions before deciding on this application, I held a meeting with them and the company in order to hear their views and the grounds for objections that were voiced by the officers' unions.
Having listened carefully to all the arguments put forward, I reached the conclusion that the grant of an exemption would not lead to an overall decline in living conditions, and I have therefore granted the exemption. I 375W regard it as a matter for the company, in consultation with the unions, to decide whether and how to introduce the changes which this exemption would permit.
