§ Mr. David MitchellThe two working groups whose formation was announced in December 1982 have completed their work and a copy of the report has been placed in the Library. They found that some of the costs that have in the past been incurred upon the transfer of ships to United Kingdom registry were avoidable. To minimise such costs in future, they agreed upon revised procedures, which have been incorporated in instructions to my Department's marine surveyors.
