§ The Prime MinisterHeads of Government will discuss progress in the major negotiation called for at the June European Council at Stuttgart to tackle the most pressing problems facing the Community, namely the Community's future financing arrangments, including the particular problems of certain member states and the need for greater budgetary discipline; the common agricultural policy; the development of Community policies and issues relating to enlargement.
