§ Mr. MacGregorIn the Government's view the most important need is to contain agricultural expenditure under the CAP by taking direct action on prices so as to bring about a better balance between production and consumption. In some areas economies in direct aids and subsidies are also possible. In our view the measures to be taken should not shift the burden of costs on to consumers, food manufacturers, or third countries, and must be equitable between the member states.
