§ Baroness YoungIt is for individual Ministers to decide whether and how to make the findings of Rayner Scrutinies public and it is the Government's policy to make as much information on which policy decisions are taken available as possible—including scrutinies. Publication of the full details may not always be appropriate; for example, where there is commercially sensitive information or where the scrutiny deals with arrangements to prevent fraud.
