asked the Secretary of State for the Environment if he will publish the original planned level of (a) rate support grant current and (b) public expenditure survey current expenditure as implied by Cmnd. 7841, table 1.5, and paragraph 46 of part I (i) in November 1979 survey prices and (ii) at estimated outturn prices for 1980–81, 1981–82, 1982–83 and 1983–84 for local authorities in England.

All available figures for planned local authorities' public expenditure were published in Cmnd. 7841. A comparison between RSG current and YES current expenditure was given in table 4.5 for the period 1974–75 to 1980–81, but was not available for later years. In March 1980 cash planning had not been introduced, and plans in cash were not available.

asked the Secretary of State for the Environment if he will publish the inflation factors which express the movement in pay and prices, overall, between November 1978 and November 1979 prices, November 1979 and November 1980 prices, November 1980 and November 1981 prices, November 1981 and November 1982 estimated prices and the implied November 1982 to November 1983 prices factor for rate support grant current expenditure for local authorities in England and Wales.

The information is based on the capital payments returns. It excludes law and order services but includes housing association grants. Returns for the January to March 1983 quarter are not yet available.

asked the Secretary of State for the Environment if he will publish his Department's best estimate of the total of local authority total expenditure in 1983–84, the total of estimated holdback consistent with 1983–84 original budgets and the estimated level of clawback.

Budgeted total expenditure for 1983–84 by local authorities in England is £20,905 million; the estimated total of grant holdback consistent with these budgets, but before taking account of exempted urban programme expenditure, is £289 million. There will be no clawback of grant this year; the total of grant claims—before holdback—is £57 million less than the total block grant available for distribution. Accordingly, a positive close ending adjustment to grant claims is being made. Initially, all grant claims will be increased by a factor of 1.006556. However, at the first supplementary report, the opportunity will be taken to reset the national poundage schedule.

asked the Secretary of State for the Environment if he will publish his best estimate of the outturn of local authority relevant expenditure in 1982–83 and of the total Exchequer grants, rate support grant, specific and supplementary grants, for that year.
