§ Mr. Hooleyasked the Secretary of State for Foreign and Commonwealth Affairs what is the policy of Her Majesty's Government towards the draft final document prepared by the neutral and non-aligned countries for the conference on security and co-operation in Europe in Madrid; and if he will publish a statement of this policy as a White Paper with the text of the draft document attached.
§ Mr. RifkindThe Government regard this draft as a useful basis on which to negotiate the concluding document for Madrid. However, in our view it requires certain improvements. In concert with our allies, we have responded to the draft in discussion with other participating states.
The draft is an internal document of the conference, tabled by a group of neutral and non-aligned countries, who have not made it public. In these circumstances we are not at liberty to publish the text.
