§ Mr. Peter ReesThe White Paper "General Agreement on Tariffs and Trade, The Multilateral Negotiations 1973–79", Cmnd. 7724 of 1979, estimated that the average trade weighted external tariff of the European Community on industrial goods would fall to 7.5 per cent. at the end of the period of tariff reductions agreed in the Tokyo round of GATT multilateral trade negotiations — that is 1 January 1987. More detailed estimates could be provided only at disproportionate cost and would not be fully reliable.
