asked the Secretary of State for Scotland if he will institute a review, in conjunction with the fire services and local authorities, of fire dangers and precautions in multi-storey blocks of flats in Scotland.

I am not aware of any need for such a review. The building standards regulations relating to fire precautions in multi-storey flats include requirements for fire mains, lifts, means of escape and internal layout of flats. The regulations are constantly under review and were updated in March 1982. Multi-storey flats whose construction was approved before the regulations first took effect would be subject to local byelaws, which made broadly similar provision for fire precautions.
