§ Mr. WigginThe major task of planning, achieving and maintaining an increase in the strength of the Territorial Army to 86,000 by the end of the decade will be quite a sufficient challenge for many years ahead. Until that challenge has been met, talk of further expansion is premature, although, in principle, we would not rule it out.
