Records available to me, which may be incomplete, show 38 private individuals found guilty in England and Wales in 1980, whose principal offence was against section 102(1) of the Town and Country Planning Act 1971, and 34 in 1981. In each of these two years the largest fine for these offences was £500, and the smallest £5; in each year the average fine was £97.
