§ Mr. MellorUnder the BBC's charter and licence and agreement it is for the board of governors to decide how to use the resources available to the corporation: it is also for the board to decide the extent to which the remuneration of staff should be disclosed. As my hon. Friend the Minister of State, Treasury, indicated in reply to the hon.
