asked the Secretary of State for Education and Science whether he is yet in a position to offer local education authorities guidance regarding the financial and legal implications of the Law Lords judgment of December 1982 that an overseas student who has been in residence in the United Kingdom for more than three years must be classed as a home student.

Mr. Hooley

asked the Secretary of State for Education and Science (1) what form of compensation will be paid to students arising from the effect on students' grants and fees of the judgment of the House of Lords on 16 December 1982 on ordinary residences;

(2) when he intends to give definitive guidance to local education authorities on student grants and fees arising from the judgment of the House of Lords on 16 December 1982 on the question of ordinary residences.
