§ Mr. Cryerasked the Secretary of State for Employment what procedures are followed by the Manpower Services Commission before persons on training schemes such as the youth opportunities programme are allowed on industrial premises to ensure that such premises and any machinery used are safe.
§ Mr. Peter Morrison[pursuant to his reply, 28 March 1983, c. 52]: Employers have a statutory responsibility under the Health and Safety at Work etc. Act 1974 to
126Wemployees' claims under the insolvency payments provisions of the Employment Protection (Consolidation) Act 1978 are being dealt with by the Official Receiver. He is currently seeking the employees' agreement to this assessments of their arrears of pay, holiday pay and most of the compensatory notice pay claims. As soon as agreement is reached, he will apply to the Department of Employment for funds to pay the claims. The remaining notice pay claims will be assessed as soon as the necessary inquiries are complete.
