asked the Secretary of State for Transport if, in the interests of fuel economy and in the light of widespread abuse of speed limits on high quality roads by lorries and coaches, he will recommend the compulsory fitting of speed governors to such vehicles.

Speed limiters need a great deal more development and evaluation in service before they could be considered as a mandatory requirement. Their usefulness for enforcement purposes would depend on the degree of non-compliance on the roads with the highest speed limits, ie motorways, and developments in other possible methods of enforcement on those roads.

Potential fuel savings from the use of these devises are very dependent upon the type of operation on which vehicles are engaged and only the vehicle operators can decide if their fitment is justified on those grounds.
