§ Mr. RossiIt is not clear what the hon. Member means by "a contracted-out basis" in this context. The maximum contributions given could be achieved by various combinations of changes to the upper and lower earnings limits and the rates of contribution, and the effect on revenue cannot be estimated without more detail of what the hon. Member has in mind.
