§ Mr. Kenneth ClarkeExpenditure on NHS capital has risen by about 15 per cent. in real terms between 1978–79 and 1982–83. In contrast NHS capital expenditure was cut by about 35 per cent. in real terms between 1973–74 and 1978–79. Capital expenditure on social security is very small and subject to fluctuation from year to year.
