asked the Secretary of State for the Home Department, pursuant to his reply to the hon. Member for Dudley, West (Mr. Blackburn) on 23 February, Official Report, c. 439, if he will give a breakdown of his estimate that up to 43,000 people may benefit from the extension of the television licence concession.

It is estimated that about 19,000 physically disabled people and 24,000 mentally disordered people will be eligible to benefit from the 5p television licence when the change my right hon. Friend announced on 23 February is introduced. Of these, some 40,000 live in residential homes and 3,000 in sheltered housing schemes.
