asked the Secretary of State for Social Services what representations he has received regarding the inclusion of the surrender value of insurance policies as a capital asset in calculating entitlement to supplementary benefit; and whether he will make a statement.

Mr. Newton

A number of such representations have been received to the effect either that the surrender value should be wholly disregarded or that there should be a partial disregard or a disregard for certain groups of people. The Government will continue to keep this aspect of the capital rule in mind.
