asked the Secretary of State for the Home Department whether any record is kept of racial attacks in each district of the Metropolitan police; and how a racial attack is defined for police purposes.

Mr. Mayhew

A standardised procedure for recording and dealing with racial attacks was introduced throughout the Metropolitan police area from the end of April 1982. It embraces any incident which either the person reporting it, or the officer dealing with it, believes to contain a racial element.
