asked the Prime Minister why, in joint funding arrangements between local authorities and health boards, it is after five years in Scotland that a local authority has to meet 100 per cent. of the cost as against 10 years in England; and if she will make a statement.

Under existing arrangements in both England and Scotland, the normal period for which local authorities may receive assistance from health authorities is five years, though there is provision for this to be extended by up to a further two years. My right hon. Friend the Secretary of State for Social Services will shortly be introducing revised arrangements which will permit health authorities to make contributions for up to 13 years for certain projects. My right hon. Friend the Secretary of State for Scotland currently has the arrangements in Scotland under review.
