asked the Secretary of State for Education and Science whether, if a 16-year-old school leaver enrols in a full-time course in further education, other than an O or A-level course, and does not go on a youth training scheme programme, he will have to pay the full course fee.

The Council of Local Education Authorities has recommended to local education authorities that students on non-advanced courses of further education who are under 18 at the beginning of the academic year should not be charged tuition fees for that year. Similarly, CLEA has recommended that no charge should be made to sponsors of students under 18 in respect of any educational elements in integrated courses of industrial training. It is for each LEA to decide how to respond to these recommendations.
