§ Mr. Alexander FletcherIn each of these three years the provision made by the Government in the rate support grant settlement corresponded to an expenditure per school pupil higher in real terms than in the previous year. Nevertheless, education authorities decided to incur net exenditure per pupil on text and library books, at constant 1979 prices, as follows:
