Whether all sections of the Housing Act 1980, including provisions relating to service charges, apply to all tenants and both short and long leaseholders of the Crown Estate Commission, the Duchy of Cornwall and the Duchy of Lancaster; and, if not, how many tenants and leaseholders are excluded.

No. The Housing Act 1980 gave tenants of the Crown Estate Commissioners, the Duchy of Cornwall and the Duchy of Lancaster the protection given by the Rent Act 1977, the Rent (Agriculture) Act 1976 and Part I of the Landlord and Tenant Act 1954. It did not, however, apply to them other housing provisions including those in Schedule 19 to the Housing Act 1980. Schedule 19 applies to tenants (including long leaseholders) of flats who pay variable service charges and it is estimated that there are fewer than 500 tenants of the commissioners and duchies who would have come within its provisions.
