§ Mr. RifkindIn accordance with article 5 of the 1934 temporary commercial agreement between the United Kingdom and the Soviet Union, only the Soviet trade representative and his two deputies are accorded diplomatic privileges and immunities. I have no plans at present to change the arrangements set out in the agreement.
