§ Mr. MacKenzieasked the Secretary of State for Scotland when he instructed certain local authorities to reduce rates levied; and what consideration he gave to consulting hon. Members beforehand.
§ Mr. YoungerAs the right hon. Member will be aware from the answer given on 6 May—[Vol. 42, c.167]—to my hon. Friend the Member for Edinburgh, South (Mr. Ancram), the letters sent to five local authorities on 5 May contained no such instructions. They initiated formal action which, if pursued to reports, will come to the House for approval in due course. It has never been the practice to consult hon. Members before initiating such action.
