§ Mr. Kenneth ClarkeWe will continue to redistribute resources between regions in order to reduce remaining imbalances in health provision, in accordance with the formula of the Resource Allocation Working Party, which aims at equal opportunities of access to health care for people at equal risk. The Black report endorsed this approach.
