asked the Secretary of State for Social Services when he intends to lay regulations to allow people to appeal against the period of an award of mobility allowance.

My right hon. Friend hopes to be able to lay these regulations within the next two weeks.

asked the Secretary of State for Social Services in what circumstances a mobility allowance may be reviewed and withdrawn immediately after a successful appeal by the claimant to a medical appeal tribunal; if he will ensure that decisions of tribunals are not vitiated in this manner and that no review should be undertaken unless there has been a substantial change in circumstances since the decision of the tribunal; and if he will make a statement.

Regulations provide that any decision of a medical appeal tribunal may be reviewed at any time by a medical board if the board are satisfied by fresh evidence that the decision was given in ignorance of or was based on a mistake as to some material fact, or there has been any relevant change of circumstances since the decision was given. It is unlikely that a review would be carried out immediately after a decision by a medical appeal tribunal, but if the right hon. Member has a particular case in mind perhaps he will write to me.
