§ Mr. HayhoeNo studies have been made, as yet, of the take-up of the private medical insurance scheme for civil servants. No civil servant will be paying premiums to any of the companies by direct deduction from salary since the arrangement provided for individuals to pay through their personal bank accounts. The additional cost of distributing the companies' promotional material through the normal internal distribution system was negligible.
