§ Mr. Tebbit[pursuant to his reply, 27 July 1983]: No. Employers are already required to insure against risks arising from their negligence. Any extension of such insurance cover is for negotiation between employers and work people. A person injured in a criminal attack can claim for compensation under the criminal injuries compensation scheme.
