§ Mr. RidleyThe revised memorandum is being issued today. I have arranged for copies to be placed in the Library. The memorandum has been modified and expanded to take account of changes in the legislation since its last revision in 1980, in particular the maintenance fund provisions in the Finance Act 1982, the revised arrangements relating to private treaty sales and for public access to conditionally exempt works of art announced in the Government's reply to the third report of the Select Committee on Education, Science and the Arts and other modifications in administrative practice. It has been produced in consultation with other Government Departments concerned, and with advisory bodies throughout the United Kingdom. Comments and suggestions by other bodies and individuals concerned with the preservation of our national heritage have also been taken into account.
