asked Her Majesty's Government:

In what ways and by whom the efforts of international organisations to relieve the distress of the Palestinian people are still being hindered; what improvements there have been, or can be anticipated, since the European Council expressed its serious concern in Stuttgart more than a month ago; and what initiatives are being taken to this end.

We remain concerned about the safety of Palestinian civilians in Lebanon. The Presidency of the European Community recently made representations on behalf of the Ten to the Israeli and Lebanese Governments asking them to ensure the protection of Palestinians in areas under their control. I am glad to say that we have had no recent reports that relief organisations are being hindered in their work, but we continue to monitor the situation closely.
