Whether, in the interest of road safety, they will ban the importation for sale of right-hand drive foreign cars unless the location and pattern of their windscreen wipers have also been adjusted for right-hand drive.

No. I have no evidence that any current models have inadequate windscreen wipers. However, preliminary discussions have been held with United Kingdom car makers on including recognised international technical requirements for windscreen wipers in United Kingdom National Type Approval Regulations.
