§ Mr. David MitchellLocal authorities already have the statutory right to object to the grant of a goods vehicle operator's licence by a licensing authority. Section 52 and schedule 4 of the Transport Act 1982 extended the grounds of objection to include the environmental suitability of an operating centre, in accordance with the recommendation in paragraph 272 of the Armitage report. Draft regulations to give effect to these provisions have been circulated to the local authority associations and other interested bodies for comment.
