§ Mr. Proctorasked the Secretary of State for Wales if he will list in the Official Report those local authorities in Wales which have exceeded the Government's 1983–84 expenditure targets; if he will show for each authority by how much they have exceeded their targets; and if he will show the level of grant to be held back by the Government in each case.
