§ Mrs. FennerWelfare codes are Parliament's advice to keepers of livestock in all types of systems. The state veterinary service has a duty to inspect farms for welfare standards, including observance of the codes. The farm Animal Welfare Council is currently considering which of the codes' recommendations might be made mandatory.
