§ Mr. RifkindWe have normal diplomatic relations with South Africa and support an important commercial relationship. We attach particular significance to the early attainment of an internationally recognised settlement in Namibia and to peaceful change in South Africa leading to a form of government based on the consent of the South African people as a whole.
