Friend the Secretary of State for Scotland, in consultation with other Fisheries206W Ministers, intends to lay an order before Parliament very soon requiring foreign vessels trans-shipping pelagic sea fish to factory ships within British fishery limits to comply with the control measures currently applicable to transhipment by United Kingdom fishing vessels. British sea fishery officers will have the necessary powers of enforcement.
