§ Sir George YoungIt is estimated that some 269,000 houses and 5,000 flats were sold by English local authorities, under the right-to-buy provisions of the Housing Act 1980, between 1 October 1980 and 31 March 1983. The numbers of houses and flats in the local166W authority stock are not available, but overall the right-to-buy sales are equal to 5.7 per cent. of the stock as at 1 April 1982.
