Mr. Winnickasked the Chancellor of the Exchequer what percentage of personal income is now taken by income tax and national insurance contribution combined by a family with husband in work, wife not in employment and two dependent children at (a) half, (b) three-quarters, (c) average earnings and (d) five times the average income; and what was the corresponding percentage for 1978–79.
§ Mr. WakehamFor a married man with two children in 1982–83, the percentages of gross earnings taken in income tax plus national insurance contributions less child benefit are estimated at 7.8 per cent., 18.1 per cent., 23.3 per cent. and 43.7 per cent. respectively at half, three quarters, average and five times average earnings. Corresponding figures for 1978–79 are 2.9 per cent., 15.1 per cent., 21.2 per cent. and 49.2 per cent.
