§ Sir Keith JosephThe latest information available relates to a survey of maintained secondary schools in England and Wales carried out by the Department in 1977. At that time 110,000 teachers—45 per cent. of those in service—did some teaching of a subject in which they were not directly qualified. This teaching accounted for about 15 per cent. of all tuition given in secondary schools.
