§ Mr. Foulkesasked the Secretary of State for Scotland if, in the light of the report by the Association of Metropolitan Authorities and the Convention of Scottish Local Authorities on electricity disconnections, he will give clear guidance to electricity boards in Scotland that no disconnections should take place of households in receipt of supplementary benefits, retirement pensions or any invalidity or mobility allowance.
§ Mr. Alexander FletcherNo. The Scottish electricity boards carry out disconnections in accordance with the industry's code of practice on the payment of gas and electricity bills. The operation of the code of practice has been examined by the Policy Studies Instutute whose report confirmed that the Scottish electricity boards adhere to the code and that breaches rarely occur.
