§ Mr. Michael RobertsIn September 1981, the latest date for which information is available, the number of primary school children aged five and over whose home language is not Welsh but who can speak Welsh with fluency is estimated to have been about 15,000. This estimate is derived from assessments of fluency made by head teachers.
