§ The Prime MinisterThe United States proposal to eliminate the entire category of United States and Soviet longer-range land-based missiles would be the best outcome in the current INF negotiations, but the Russian attitude so far has been disappointing. The alliance remains ready to explore every possibility for equitable agreement. At the same time preparations are being made in Britain, West Germany and Italy for the first cruise and Pershing missiles to be deployed by the end of 1983.
