§ Mr. McTaggartasked the Secretary of State for Scotland if, in view of the far-reaching changes made in local authorities' responsibilities and the new obligations placed upon local authority employees by the proposed new draft civil defence regulations, Her Majesty's Government will seek to introduce new primary legislation relating to civil defence in Scotland rather than proceed by statutory instrument.
